Will Bulldog Round, Snap-Ring Swivel Jack Fit Older Bulldog 150 Bracket
Assuming that is the jack you currently have, the Bulldog Round, Snap-Ring Swivel Jack # BD151401 should fit the existing mounting bracket. It is ok to use the old bracket as long as it is in good shape. However, I would replace the snap ring with the one that comes with this jack. It might be a good idea to compare the two brackets just to be sure before trying to install the jack. Worst case scenario you will have to replace it with the new bracket.

What is the Outer Diameter of the Mounting Bracket for the Bulldog Pipe Mount Swivel Jack?
The mounting bracket has an inner tube diameter of 2"and an outer tube diameter of 2-1/4". I recommend the Bulldog Round, Pipe-Mount Swivel Jack - Topwind - 10" Lift - 5,000 lbs item # BD178101. This will mount directly to that short section of tubing you were referring to and not to the actual frame of your trailer.

Replacing an Older Fulton Swivel Jack for a Bulldog or Pro Series Swivel Jack
All of our jacks have a 3 on 3 bolt hole pattern and what I recommend is switching to a bolt-on snap-ring swivel jack like the Pro Series Snap-Ring # PS1400300303 because it fits up to a 3 x 4 inch tongue and has an 10-inch lift and 2,000 pound lift capacity. Since you had the holes 2-1/2 inches horizontal and 3-inches vertical ours won't match up and hence the reason I would change to a bolt-on. Or, another solid bolt-on swivel jack is the Fulton Sidewind # FXP15L. It measures 14-1/2...
