Why Would Hughes 30 Amp Autoformer Stop Boosting Voltage

I have the 30 amp autoformer and its not boosting. What can I do to repair this?

A Hughes 30 amp Autoformer might not boost voltage if the input voltage is too low, if there's a problem with the unit itself, or if the load is too high. The Autoformer is designed to boost voltage when the incoming power is below a certain threshold, typically around 113 volts according to Hughes Autoformers, but it won't boost if the input is already within the operating range or if the unit is faulty.
Is this a recent problem or has it always been doing this?

I bought it used and checked voltage using it and without it and there was no change, even when AC was turned on. The autoformer looks to be one of the very first ever built.
