I am interested in this basket but I am curious about the wind noise. I purchased a Rocky Mount 14er last December and have been on a number of road trips. While I very much love the build quality and look of the 14er, it is a very noisy basket, even when it is empty. Is this the Thule Canyon XT with extension on the quieter side of roof baskets on the market, or is there another basket I should be taking a look at if I am trying to put an emphasis on road noise?

While there is always going to be some noise with a rooftop basket as you know, a quieter option is indeed the Thule Canyon XT Roof Cargo Basket - Steel - 69" x 40" x 6" # TH859XT-8591XT.
The reason for that is its more aerodynamic front than other baskets. Most - including your 14'er - have a more vertical front end, so even with a wind fairing attached, there is going to be more noise. The Canyon XT # TH859XT-8591XT has a more sloped, aero-shaped front end than other baskets, so even though there is still going to be wind noise, it will be less pronounced.
The only other thing I recommend for the Canyon is adding locks in order to secure the basket to your roof rack and help protect your investment; for that you will need the Thule One-Key System Lock Cylinders # TH450400.
