With a dual hitch adapter you could put a bike rack in the upper hitch opening like the Lets Go Aero part # B01748 that you referenced. Then for a kayak carrier you'd want to look into a roof rack carrier option for the towed vehicle like the etrailer kayak carrier # e98878.
If you don't have a roof rack on your vehicle let me know the year/make/model of it and I can make a recommendation for that as well.
