Can a P195/65/r15 tire fit a ST225/75/r15 rim

While physically possible you should never run a tire size that starts with the letter P on a trailer as it was not intended for use on a trailer. It was designed for a passenger vehicle which is a totally different application.
You really need to stick with an ST tire like the Provider part # TTWTRTM2257515D which will fit your rim and will give you a safe tire to use on a trailer!
