Expert Reply:
The Thule SUP Taxi XT Stand-Up Paddleboard Carrier part # TH810001 is compatible with the Thule Wingbar Evo Crossbars. The clamps are designed with a stainless steel rubber coated strap that are made to be pulled tightly for a snug fit. There will not be much slack in the stainless steel strap at all. It does look like it is possible that the SUP Taxi is backwards on the bar which may be causing it to be crooked so the strap won't wrap around properly but it is hard to tell from the angle of the photo. I recommend to take a look at the installation video I have attached and it will show you the correct orientation of all of the parts.
