I need a hitch carrier setup for my 2018 Forester that will let me transport my bicycle as well as my light dirt bike (under 300-lbs wet). What size hitch should I use?

I recommend a 2-inch Class III hitch for your 2018 Forester since this size offers both higher weight capacity and broader compatibility with accessories like bike racks. The one I suggest is the Draw-Tite # 75876 because it offers relatively simple no-drill installation and you can see the whole install process in the video I linked for you.
For a dirt bike carrier I recommend the etrailer # e98873. You can see this item in the linked video. The carrier has a 500-lb load rating and it is still fairly lightweight at about 58-lbs. It includes a loading ramp, tie down loops, safety reflectors and an adjustable front wheel clamp. With it I suggest using Erickson Ratcheting Tie-Down Straps # EM31353 which have plenty of capacity for your dirt bike.
As for a bike rack, we have all sorts of options, some of which will be better suited to a specific type of bike. We even have single-bike carriers like the RockyMounts HighNoon FC Solo Bike Rack for 1 Bike # RKY87RR which is a wheel-mount rack suitable for bikes with or without a front fender and the RockyMounts MonoRail Solo # RKY10007 which works as a wheel-mount rack. Both include locks and both handle heavy bikes such as e-bikes.
