Center Bolt of Leaf Spring Purpose

Question:
What is the purpose of Leaf Spring center bolt? Location? I believe the U- bolts hold the Spring in position. The center bolt should never see shear forces. Do you agree?

The center bolt of a leaf spring such as # e54SR is essentially structural integrity. The bolt goes through the leafs and helps ensure stability. If you take a look at the photo I've added you can see how the U-bolts and center bolt of the leaf springs work in conjunction to form the composition of the trailer's suspension.
