Yes, the Yakima SpareRide 2 Bike Rack # Y02599 will work well to carry your Electra Townie step-through-frame bike if you use an adapter bar. Although this rack is designed with closely-spaced arms that reduce the needs for adapter bars with some bikes, step-through frames typically do still need one, such as the high-value # UB01 from Kuat.
All such adapters are shown on the linked page. I suggest selecting the shortest one that will fit your bike as this tends to improve its rigidity during use. All adapter bars work over a range of length adjustments and the shorter ones will tend to be sturdier in actual use. Measure the distance between the handlebar stem and seat post to determine the length you need.
