We do carry a broad range of replacement parts for SportRack and other brands of cargo boxes, including locks and spring hinges. The linked page will display all such items.

I checked with my contact at SportRack to confirm the particular hinge and lock parts you'll need for your Horizon cargo box # SR7016. For a hinge you can use part # TH14936.

For lock parts you can use kit # TH450200 which consists of two lock cores, two keys, and a master control key that is used to install the new lock core. Please refer to the linked video.
