To use a platform rack with your 2013 Hyundai Veloster you are going to first need to install a hitch on your vehicle since I checked Thule does not recommend the Thule OutWay part # TH65JV for your vehicle.

Let's start with a hitch, for that I would recommend the Curt hitch part # C11254. Curt recommends that all non-trailer loads - bike racks, cargo carriers and so forth - should be supported with stabilizing straps. Failure to properly support these loads will void your hitch warranty from Curt. So you will need to use the part # 18050 with the bike rack. I attached a demo video.

For platform bike rack I would recommend the Swagman XTC2 Bike rack part # S64670. This is a great platform rack that would work very well for you. Check out the review video I attached.
