Should the pipe be painted after it has been welded to the trailer frame?

You could paint the tube that gets mounted to the trailer frame of the Pro Series Jack part # PS1401480303 that you referenced, but you should note that the paint will most likely begin to chip over time from the jack's tube scraping against it.
