I spoke with my contact at Draw-Tite, and it sounds as though you have a blown fuse or bad brake light switch on your tow vehicle. I would start by checking your fuses first. If your vehicle is equipped with a factory tow package you will want to check the fuses in the fuse box that relate to the tow package. If an aftermarket wiring harness was installed there should be an inline fuse. If everything checks out to be fine, I would then move on to checking your brake light switch with a circuit tester, like # PTW2992. The brake light circuit should have power when the brake pedal is depressed.
The reason that the brake light will function when you slide the manual control lever Draw-Tite Activator Trailer Brake Controller, # 5504, is because this overrides and bypasses all vehicle circuits and the brake controller obtains it's power directly from the vehicle battery.
