When looking at the fitguide for your 2013 Toyota Highlander, I found several Thule cargo boxes that are confirmed as a fit.
You will want to take 2 quick measurements to find the cargo box that works well for you. If you measure form the center of the front crossbar rearward to the point where the roof meets the rear tailgate, that gives you the front clearance.
The second measurement you need is the crossbar spread. That is the distance measured center-to-center on the crossbars. I have attached a drawing that shows the Thule roof boxes and the dimension they need.
I spoke with my contact at Thule and they told me that the Thule Sidekick, part # TH78GC should be a good fit for your 2013 Toyota Highlander. This is a compact, locking box great for smaller loads and just getting a little extra cargo into your vehicle.
They did tell me that the biggest concern is the front clearance as I mentioned. If you can move your front crossbar as far forward on your side rails as possible so a cargo box will allow you to open the tailgate on the vehicle.
I also recommend using a tire step like part # HE4040. This will attach to the vehicle wheel and lets you reach the cargo box much easier. It folds flat for easy storage when not being used and has a 400 lb weight capacity.
Anytime you place cargo on the roof of your vehicle you want to check the owner's manual or with your dealership to make sure you do not exceed the roof weight capacity of your Highlander.
