We do offer the Curt Class II trailer hitch receiver # C12232 for your 2000 Mercury Sable. Thit hitch has a 1-1/4-inch size receiver opening and is rated for a maximum tongue weight load of 350-lbs.
It is likely that the weight of your hitch-mount carrier and your electric cart will exceed this 350-lb maximum and/or the maximum tongue weight allotted by your Sable. It may be that your Sable itself cannot handle this much weight; your owner's manual will indicate the car's tongue weight capacity. You will need to confirm the combined weight of the carrier and cart before installing a hitch to transport them. If the Sable is rated lower than the hitch, or vice-versa, then the lower rating becomes the overall rating for the system.
If the weight load is too much for a hitch carrier you will instead need to use a small utility trailer such as those offered at outdoor and farm stores. You'll also need a ball mount # C45522 and hitch ball like # 19258 as well as a wiring harness # 119178KIT for the trailer's lights If it has them.
