Question:
Is the voyager 9030 hard wired to my truck? The power to the unit is always on even when the trailer is not attached and the truck is off?

The LED indicator light on most brake controllers like the Tekonsha Voyager part # 9510 that you referenced will stay on for several minutes after the vehicle is turned off. There is no need to worry though as the LED light draws such a miniscule amount of amperage that a truck battery would drain due to inactivity long before the brake controller LED would drain it.
