It sounds like there may be a corrosion issue forming since the Bulldog jacks are in a marine environment. Some jacks have an external grease zerk so you would want to pump some grease in them with a grease gun like # L30132, to push out the old grease. If your jacks do not have grease zerks then you will need to open up the jacks and look inside to determine if the grease is old, if there is corrosion, or if there is something inside that is gumming up the works.
If the jacks are ever over extended, that can damage the threads on the internal screw and cause this issue and jack failure. The screws are available for a couple models of Bulldog jacks but I would need to know the models that you have.
Screw # BD500250 fits Bulldog 10k lift rated jacks and has a 1-1/4 inch rod diameter.
Screw # BD500217 fits Bulldog 12k lift rated jacks, 182 series from 2003 to present and also has a 1-1/4 inch rod diameter.
