The Curt Rack Receiver part # C87NR weighs just under 25lbs and is designed to be used only with hitch mounted bike racks and accessories. It has a tongue weight of 150lbs to support most bike racks and bikes, but if you're looking to carry two e-bikes, their weight plus the bike rack's weight may be pushing the hitches limits.

As far as range goes, since the hitch is relatively light it should have very little impact on your miles per gallon (mpg) when driving normally and the hitch isn't being used. When using a hitch accessory or bike rack, especially if it's close to the hitch's weight limit, you will likely see a slight drop in mpg, but nothing drastic.
