Yes, Dana - the Zerostart 50-Watt # ZE77FR is sealed against moisture and CSA-certified for safety. Normal condensation or damp air won’t hurt it, just don’t submerge or spray it directly. It’s designed for harsh conditions and built to last through years of winter starts and it's heat, oil, and acid resistant.
Is this for a vehicle you drive often or one that sits through the season?
One tip I'll also throw out there is to make sure you have it plugged into a GFCI receptacle that shuts off if water gets to it (not required, but since you mentioned your garage is damp/wet). If your garage doesn't have one, you can install an adapter that plugs into the wall outlet and converts it to GFCI - I had to do this in my place when my cat kept knocking over my humidifier that was plugged into a normal outlet haha.
