will this fit a dodge b3500 extended van year 1999 with the factory bumper that has the factory tow built in on bumper?

Hey Dylan, thanks for reaching out!
As long as the tow bumper on your 1999 Dodge Van has the same profile as the Factory Step Bumper, and the hitch ball doesn't sit below the bumper (the shank part of the hitch ball) then the Curt Trailer Hitch Receiver # 13590 will fit just fine.
