Does Neck of Empire Faucets part # EM22WR Turn Left to Right

Question:
I have this faucetminus the oval baseplate. Does the neck of this faucet rotate to the right and left? When I attempt to move the neck, the whole faucet spins as if its not tighten down underneath.

Hey Frank, the neck of the Empire Faucets part # EM22WR does turn from side to side. We found that it's a little tight but it does turn.
