Is there a hitch for a 1992 eurovan?

The Curt # 13217 you looked at only fits the 1993-2003 models of the Eurovan. It looks like the 1992 model was only available in Europe so there are likely some differences that don't allow the hitch to fit. The only option would be to take the # E17 to a fabricator and have them fashion a custom fit hitch for your 92 Eurovan.
