Can I use this winch to replace my 20 year old sa9000 Armstrong pontoon lift Also want the corded remote

Yes, you can! The Dutton-Lainson StrongArm Electric Winch w/ Remote item # DL25010 is a comparable replacement to your Sa9000 winch. They both have a 3,000 lbs capacity and a 7/32" diameter x 25' long cable. The corded remote control is included.
