Can i just order the j hooks without the rest of the hardware

The J-bolts included in the Replacement Mounting Hardware Set for Yakima Outdoorsman Ladder Rack # Y37CR unfortunately are not sold individually so you either have to purchase the entire hardware pack or try reaching out to Yakima directly to see if they could ship you some.
