Can the Grounding Wire on Brake Controller be Attached to Any Bolt on the Chassis and Act as Ground

Question:
I had read that you should really only ground this to the negative battery terminal, is it OK to just ground to any bolt attached to the chassis?

When using the Tekonsha Plug-In Wiring Adapter for Electric Brake Controllers, # 3040-P, the harness has two grounds. One ground is in the plug plus there is a separate ground wire with a ring terminal on the end. The wire with the ring terminal can be grounded to the screw under the dash as shown in the video the I have attached.
