The legs of the Reese 5th Wheel Trailer Hitch w/ Square Tube Slider # RP30051 have a spring loaded latch to lock the legs in place so you're either not getting it fully lined up in place for the legs to lock or the latch itself is broken. I would start by making sure the rails are clean and lubricated with some # RM-747 so that we can rule out any obstructions. If the rails aren't binding up then there is an internal issue with the latch and unfortunately you're looking at replacing the legs with part # RP30048.
