Question:
What is the difference between underslung and a standered tounge on a trailer. Is underslung when the coupler sits on top of the tounge? Is the standard when the bottom of the coupler is even with the tounge frame rail?

Underslung couplers are couplers that look like the trailer frame is sitting on the coupler. For an example of what one looks like check out the Atwood Coupler part # 82680. I attached a picture of one for you to check out as well.
Blue Ox makes several underslung weight distributions systems. For one with the same weight ratings as the Blue Ox System # BXW1001 that you referenced you would want the Blue Ox SwayPro Weight Distribution System # BXW1004.
The best way to pick out a weight distribution system is to base it off of the loaded tongue weight of the setup. You should note that the weight of any cargo behind the rear axle of your vehicle should be considered as tongue weight as well.
I attached an FAQ article on weight distribution and determining tongue weight for you to check out.
