Hi. I have a 2017 Tacoma double cab, short bed with rail system. Im looking for a rack to transport a 16foot canoe at highway speeds. I do not currently have a roof rack. What would work better, a roof rack system or a ladder rack system? Or a combo of both? What would you recommend? Thanks!

The best option is going to be a combination of both a roof rack and a ladder rack. You can use the Rola Haul-Your-Might T3 Truck Bed Ladder Rack # 59799. This ladder rack is designed to be used with the rail system in your 2017 Toyota Tacoma and will provide you with crossbars that are similar to roof rack crossbars.
Because of the length of your canoe, you will also want a roof rack so the canoe can be placed over the cab and truck bed to keep it secure and from sticking past the truck too far unsupported. For that you will need the following items.
2017 Toyota Tacoma Roof Rack by Rhino Rack (if you have a naked roof, no cross bars or bars running front to back)

This will then allow you to use the Malone Canoe Carrier with Tie-Downs # MPG156 to secure your canoe. You may also want the Malone Foam Blocks for Canoes # MAL25VR (x2) to use on the additional cross bars.
