are these tie down anchor bolts compatible with the Rola ladder rack for a 2018 Tacoma?

I do have an option for you but there is actually a tie-down bolt kit designed specifically for the Rola Haul-Your-Might Truck Bed Ladder Rack, part 59796 but it has been discontinued. That said, the Eyebolts for Rhino-Rack Aero/Sportz Crossbars part # S604 should work in its place no problem. The CargoSmart Eye Bolt Tie-Down Anchors part # 348819 would not be a fit.
