Yes, a 2008 Hyundai Elantra with manual transmission can be flat-towed with all four wheels down per the owner's manual. In order to do so you'll need a base plate kit, safety cables, tow bar, lighting harness, and supplemental braking system. I have attached a list of these parts below.
