It's pretty common for tire chains like the Konig Tire Chains # TH00023100 you have to be pretty twisted up in the package as they need to be for them to fit so compact, so you'll just need to work through untangling and untwisting them.
I included a video of the # TH00023100 being installed to show you what the untwisted chain looks like the best help you get them untangled.
