is the Thule Motion XT L or Thule Motion XT XL a better fit for the 2021 Subaru Outback?

Both the L XT Motion # TH629806 and the XL # TH629906 are a fit for your 2021 Subaru Outback Wagon with factory roof rack. I wouldn't say either is oversized for your application but going with the smallest size that fits your needs would be the best way to go. It would be a smaller box to store, cost less, affect mileage less, and slightly easier to install and remove.
The L can carry up to 18 cubic feet of cargo space and the XL 22.
The XL has interior space of 84-1/2" long x 33" wide x 16" tall and L 79" long x 31-1/2" wide x 15" tall.
