The Mill finish is an untreated metal so you're essentially getting it directly from the manufacturer and you can coat it however you'd like.
The best bumper finish comes with part # MNT73VR which is a glossy black powder coat finish that's pretty standard on trailer equipment and provides a good, durable resistance to the elements - this is what I recommend going with if you're just wanting to install a bumper and forget about it.
