Will these work on a tandem axle pontoon trailer. Is there enough room for dollies to fit under each tire.?

The Wheel Dolly # PTW54013 that you referenced would work for your tandem axle pontoon boat trailer but only if they trailer was under the weight capacity of the dollies. These are rated for 1,000 lbs per dolly so with a total of 4 of these your boat and trailer would need to weigh under 4,000 lbs.
