The Camco RV Heated Drinking Water Hose for Cold Weather # CAM22900 acts as any other hose except it's designed to be Phthalate-free, BPA-free, and lead-free for drinking water safety. If you plan on using it for actually drinking water then I wouldn't say that you need to remove and drain it daily, but I would make it a habit to flush and clean out the hose on a regular basis just to be on the safe side of things.
The heating element self regulates so you can keep it plugged in without it overheating, but if you won't be using the hose for days or weeks at a time I would probably unplug it just so it's one less thing pulling power.

Can heated hoses be used both summer and winter; unplugged of course in summer months?
