Will the ARC89FR be an adequate replacement for the OEM fog lights? Will I need any other equipment for install?

The H11 LED Headlight Bulbs - Single Beam - 1,995 Lumens - Cool White - Qty 2, part # ARC89FR, will need the Anti-Flicker Harness for ARC H11 LED Bulbs - Qty 2, part # ARC66FR, if you have CANbus or PWM equipped vehicles. I did some online research and you will need the flicker harness for your 2016 Volkswagen Jetta.
