I recommend the Tekonsha T-One Vehicle Wiring Harness # 118388 for your 2000 Toyota RAV4. The converter is required for going from your 3 wire tail lights on your RAV4 to a 2 wire tail light system on the trailer.
We do offer the Mounting Bracket # 18144 that will allow you to mount the 4-way on a RAV4 Receiver # C13524 using a No-Drill Mount # 18140.
