Question:
I have a 2013 Silverado. I have located the 4 factory brake controller wires. the red with black stripe should be the positive 12 and the white should be the negative 12. this would be the supply voltage for the brake controller. there is no voltage on these two wires.

You probably need to make some connections under the hood of your 2013 Chevy Silverado to make everything fully functional. This is common of Chevy and GMC trucks. First, you will want to consult the vehicle owners manual and/or power distribution box lid for the locations of the fuses that power a brake controller. I am willing to bet that the spot for power to the brake controller is empty or the power wire is not attached to the front of the box. I have included links to a couple of videos that will help you.
