I was just curious if i am going to need to lower the exhaust on my 1999 jetta tdi

In order to install Curt Hitch, part # 11070, you will need to undo the exhaust, probably just at the rearmost rubber hanger. This will provide some room to manipulate the hitch into place, and easier access to holes when tightening bolts.
