I do have a solution, but unfortunately there are no air bags for the 1998 Dodge 2500 that are compatible with an in bed hitch. Assuming you do not have factory top overload springs, the best option for suspension enhancement is the RoadActive Suspension Custom Leaf Spring Enhancement Kit - Heavy Duty # RAS3614-HD.
