I am wondering if the connection hardware can be fully removed or just loosened enough to fit in the crossbar track?

You could completely remove the mounting hardware that's on the bottom of the Ratchet Grab Tie-Down Strap for Rhino-Rack Aero/Sportz Crossbars # RRSRG that you referenced.
