I have a new 2021 Grand Cherokee L Overland. Can you flat tow this vehicle with the installed tow hooks versus installing a base plate?

No, the tow hooks are for emergencies, like pulling your vehicle out of a ditch, and not for flat towing. Instead you would need the Roadmaster Direct-Connect Base Plate Kit # RM77ZR if you have the Overland model or the Roadmaster Direct-Connect Base Plate Kit # RM59ZR if you have the Summit model.
Both of these base plate kits have a direct-connect style attachment points to make hooking up or disconnecting from your tow bar quick and easy. The arms are removable for a clean factory look when not in use.
To flat tow your 2021 Jeep Grand Cherokee L you'll also need a tow bar, tow bar wiring kit, braking system, and safety cables. If you haven't already purchased these then I have the following recommendations for you:
Tow Bar: etrailer SD Non-Binding Tow Bar for Roadmaster Direct-Connect Base Plates # e74ZR. This tow bar is design to work with the direct-connect Roadmaster Base Plate kits I recommended without the need for an adapter. Tow Bar Wiring Kit: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This diode kit allows you to use your Jeep's tail lights and wiring system while preventing feedback from your RV.
Note: Brake light relay # RM-88400 may be required if used with supplemental braking system to prevent your towed car's brake signal from overriding the turn signal that comes from your RV.
Braking System: Demco Air Force One Supplemental Braking System w/ Wireless Coachlink # DM26VR if your motorhome has air brakes or the Demco Stay-IN-Play DUO Supplemental Braking System w/ Wireless Coachlink Monitor # DM86VR if your motorhome has hydraulic brakes.
Both of these systems are a one time install and require no setup once installed. Both systems apply pressure to your Jeep's brakes in proportion to how you press on your motorhome's brake pedal.
Safety Cables: Since the # e74ZR already has safety cables included you won't need to purchase any separately.
