Is the folding T=hook spring loaded or will it stay extended by friction alone?

The Erickson Hide-A-Hook anchor, part # EM09094 is not spring loaded. There is a slight amount of friction keeping it in the closed position, but the tension provided by the tie-down or bungee would be needed to keep it in the open position.
