We carry quite a few cargo carriers for your 2006 Subaru Forester and I have a couple of recommendations for you.
My first recommendation is the Pro Series Cargo Carrier # 63155 - it is a good size, 20 x 47 inches and does not require a ton on assembly. The best attribute is that the shank has a 3 inch rise, which, for your vehicle that has a 13 inch ground clearance, this would be a good idea just to give you better clearance. The pin and clip for this carrier are sold separately as part # PC2.
My other, more economical recommendation is the Curt Cargo Carrier # C18145. It is a solid carrier, about the same size (20 x 48 inches) as the Pro Series, and comes with an anti-rattle hitch bolt and clip. The flip side is that there is full assembly required on this carrier and this carrier does not have a shank with a rise.
If the load on your cargo carrier will block the tail lights there are lighting options available for both of the carriers. For the Curt you need to go with the Cargo Carrier Light Kit # 52014 and if you choose the Pro Series, light kit # 20174 will simply snap into the mounting brackets on the carrier.
Using cargo carrier tail lights are a good idea for the safety of yourself and others on the road. If you do not already have a 4-way wiring harness installed, I recommend the Tow Ready 4-pole Harness # 118461. I have attached an installation video on a 2007 Forester.
