I have a 2011 ford f350 srw long bed. Why does the reese frame bracket catch both outter bolts on the rear most rail and only the front bolts on the forward most rail leaving the front bolts only bolted to the bed itself?

It sounds like you might be trying to use a universal fifth wheel install kit like the Reese Universal Base Rails and Installation Kit part # RP30035 on a 2011 Ford F-350. If that is the case then you will need to refer to the instructions below for the above kit. If you have run into a hiccup, please provide photos of the issue and I will do my best to resolve.
Please note, there is a custom kit for this vehicle which is much easier to install, the Reese Quick-Install Custom Installation Kit part # RP50026-58 and that's what I recommend.
