Question:
Will this work with 2013 Highlander? I am mostly using this for traveling with my luggage and with the ramp sitting upright will help secure the luggage.

The Flint Hill Goods 30" x 50" Wheelchair Carrier w/ 48" Ramp - 2" Hitch # FHG77ZR will extend back from the hitch pin hole 14 inches when in use, but only 4-3/4 inches when in the upright folded storage position due to its generous raised sides. You can measure the distance on your Highlander hitch from the hitch pin hole back to the rear-most part of the vehicle to determine if the 4-3/4 inches of clearance is adequate to clear the back of the vehicle. Again, when in the down position the nearest edge of the carrier will be 14 inches from the hitch pin hole and this should not be a problem. You will just need to see if you can fold it. .
All of the hitches we offer for your vehicle are the 2-inch size, but the tongue weight ratings are either 500-lbs or 750-lbs. Please note that the weight of any carrier you choose counts toward that tongue weight limit. This Curt carrier itself weights 80 lbs. If your hitch is rated for 500-lbs tongue weight (there will be a safety sticker on the hitch to indicate its capacity) then you can safely load no more than 420-lbs of cargo, even though the carrier is rated for 500-lbs. If your hitch happens to be rated for 750-lbs tongue weight, then you can load up to the full 500-lb rated cargo capacity of this carrier.
If you do not need to transport a wheelchair (or other mobility device) you may be better served by using a dedicated cargo carrier rather than a wheelchair carrier. We do offer folding cargo carriers of roughly the same size and weight capacity, but these often weigh less than the Curt carrier. If maximum cargo weight is important, then this may be a better solution. Please refer to the link provided to view such items. For each one we list the clearance measurement.
For example, we offer the fixed (non-folding) carrier, the 500-lb-rated Curt # 18150, it weighs about 50 pounds. I have attached an installation video for this item.
For any carrier you might consider using a set of cargo tie-downs, such as the Erickson # EM34415. You might also want to use a locking hitch pin to secure the carrier to your hitch; you can use an item such as # 63232 which locks the carrier and also provides an anti-rattle function.
