Are these the correct rails to use for a 2019 Ram 2500 with a 6’-6” bed without ram box? I also have a tonneau cover inside bed mounted Thank You

You will want the Base Rails # TH21501 for your 2019 Ram 2500 with the 6'6" bed. The Base Rails # TH21608 that you found are for 1999-2013 GM Trucks.
Those rails will allow you to use the Thule TracRac SR Sliding Truck Bed Ladder Rack # TH43003XT on your Ram.
