What would be better to put on my tires 215/55 R17, chains or cables?

In regards to actual performance, tire chains will beat out tire cables every time. The only reason tire cables are even a thing really is because they don't require as much clearance as tire chains and this clearance is required for certain vehicles. For 215/55-17 tires I recommend the Konig Self-Tensioning, Low-Profile Snow Tire Chains part # TH00023100 which are very easy to install, provide great traction in snow/ice, and have rim protection built-in. If the owner's manual does not permit chains and you need cables then I recommend the Glacier Cable Snow Tire Chains part # PW1038 with Glacier Multi-Arm Rubber Adjusters part # PW105.
