The Kat's Heaters Handi-Heat Magnetic Heater w/ Thermostat - 120V - 3-5/8" x 2-1/4" - CSA # KH1155 was designed to provide up to 8 square inches of heat to keep fluid from freezing, thus preventing cold-weather-related damage to small engines and motors. This product is listed as being handy for thawing frozen locks, pipes, gutters, and more though so you shouldn't have any issues using it on your dish.
