If I'm understanding you correctly you're looking for a portable system that can be removed from the vehicle. If so, I recommend the Brake Buddy Select 3 Portable Supplemental Braking System - Proportional # HM39524. This system offers intense, emergency braking or steady, smooth braking in a single portable system. Easily switch between proportional or full braking using using the remote from the convenience of your RV. The Sensitivity control lets you adjust rate of responsiveness of the internal sensor; Low sensitivity requires intense stopping action from RV to activate brakes in towed car, High sensitivity allows Brake Buddy to respond to even minimal slowing of RV. The included charge line kit will provide up to 15amp of power to your Jeep's battery to keep it charged while towing.
To flat tow your 2016 Jeep Cherokee you'll also need a tow bar, base plate, tow bar wiring kit, and safety cables. If you haven't already purchased these items then I have the following recommendations for you:
Tow Bar: Roadmaster Falcon All Terrain, Non-Binding Tow Bar # RM-522. This tow bar has non-binding latches and a large hookup radius to ensure connecting/disconnecting on any terrain is a breeze.
Base Plate: Roadmaster Direct-Connect Base Plate Kit - Removable Arms # RM-521447-5 (4WD - excluding Trailhawk) or the # RM-521446-5 (4WD Trailhawk). These direct-connect base plates make connecting/disconnecting to your tow bar simple and easy. The arms are removable to provide a clean look when not in use.
Tow Bar Wiring Kit: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This diode kit allows you to use your Jeep Cherokee's tail lights and wiring system while preventing feedback from your RV and comes with everything you need included.
Safety Cables: RoadMaster 68" Single Hook, Coiled Safety Cables - 6,000lbs # RM-643. The coiled design of these cables will help prevent them from dragging on the ground and being damaged.
You will most likely also need a high/low adapter to keep your tow bar level while towing your Jeep. This will require you to do some measuring so I've attached our help guide article that will walk you through the steps to determine the correct rise/drop for your needs.
